PURPOSE. This document establishes the Coast Guard's Incident Command System (ICS) baseline mandated training requirements in order to ensure the Coast Guard complies with reference (a) through (d). 6 U.S.C. §752, Federal Preparedness, executed through the Presidential direction in reference (a) requires all Federal Departments and agencies to comply with reference (c) and (d) to be prepared to respond to a natural disaster, act of terrorism, or other man-made disaster.
