Purpose
This guide is published for use by officers who have been appointed as investigating officers under article 32(b) of the Uniform Code of Military Justice (UCMJ). This guide should be used in conjunction with the DD Form 457 (Investigating Officer's Report) and the applicable Rules for Courts-Martial (R.C.M.) in the Manual for Courts-Martial, United States, 2012 (hereafter referred to as MCM, 2012). The investigating officer's functions are: to make a thorough and impartial investigation into the truth of the allegations; to consider the correctness and the form of the charges; and to make recommendations as to the disposition of the charges in the interest of justice and discipline. This pamphlet applies to offenses committed prior to 26 December 2014.
