scope:
Purpose. To issue the required operational capabilities (ROC) and the projected operational environment (POE) for the Navy Public Affairs Support Element (NPASE). This instruction is a complete revision and should be reviewed in its entirety. Specific changes, as follows:
a. Clarifies that when deployed ashore, NPASE forces normally operate where a military command structure and adequate security have already been established.
b. Identifies a new live broadcast capability to include a mobile broadcast vehicle to support time-sensitive information and imagery products transmission as well as real-time live broadcasts. The capability is identified by a new unit type code (UTC).
c. Provides a detailed description of each UTC to assist planners when requesting NPASE support.
d. Increases the number of active teams to reflect current and future manning requirements and accounts for the new NPASE East Detachment Europe.
e. Changes the NPASE readiness condition inactive status to available status.
f. Incorporates changes to FSO 69 conduct public affairs tasks as directed in OPNAVINST C3501.2K.
g. Identifies four additional limited missions of state capabilities for NPASE.
