scope:
Purpose. To ensure that the Department of the Navy (DON) has a financial management organizaation capable of proper and effective administration of funds complying with applicable laws, regulations, policies, procedures and sould financial practices by providing guidance for establishment, periodic review and approval of comptroller organizations in the DON. This instruction is applicable to all Navy and Marine Corps organizations.
