scope:
Purpose.
The purpose of this instruction is to provide instruction and guidance for those responsible for planning, developing, and submitting nonappropriated fund (NAF) projects to approving authorities in compliance with public law as well as Department of Defense (DoD), and Air Force Instructions. NAF projects are funded with monies not appropriated by Congress, such as private donations, Army and Air Force Exchange (AAFES) dividends, Defense Commissary Agency (DeCA) surcharges, and revenue generated from Services Morale, Welfare, and Recreation (MWR) or lodging activities.
