Purpose of this Order.
This order establishes uniform policies and procedures for the award and administration of aviation research grants established under the authority of the Federal Aviation Administration (FAA) Research, Engineering, and Development Authorization Act of 1990 and the Aviation Security Improvement Act of 1990. This order implements 2 CFR Part 215, Uniform Administrative Requirements for Grants and Agreements with institutions of higher education, hospitals and other non-profit organizations. 2 CFR Part 215 was formally referred to as OMB Circular A-110.
