Purpose. To issue the required operational capabilities (ROC) and the projected operational environment (POE) for the HENRY J. KAISER (T-AO 187) Class Fleet Replenishment Oiler. This instruction is a complete revision and should be reviewed in its entirety. Significant changes include incorporating Electronic Warfare (EW), Force Health Protection (FHP) and Information Operations (IO) as separate mission areas and adding additional required capabilities from the Strategic Sealift (STS) mission area.
