COMMANDANT'S EXECUTNE DECISION-MAKING (EDM) PROCESS

scope:
The EDM process includes the executive forums, chaired by the Commandant (CCG) or Vice Commandant (VCG), at which issues of strategic importance are discussed, deliberated, and decided, or framed for decision outside of the forums by CCG or VCG. These forums include the Leadership Council (LC), Executive Management Council (EMC), and Senior Executive Leadership Council (SELC). The EDM principles outlined in this instruction apply universally throughout the Service.
PURPOSE. To promulgate a framework of deliberative, strategic forums in which significant, Servicewide issues are raised, discussed and resolved. This framework has been in place since October 2009. In formally promulgating the Executive Decision-Making (EDM) process, this Instruction also serves as a baseline for future decisions regarding the structure, membership and process for Coast Guard EDM.
