Exhaust flows and their constituents emitted by energy-conversion systems are measured, computed, or may be specified. Specific emissions relative to the volumes of exhaust, energy input, or energy output may be determined for the purpose of making various types of comparisons. Verifiable procedures for converting among the various types of specific emissions data are essential if such comparisons are to be accurate and unambiguous.

The matters to be considered in this standard are restricted to the energy-conversion systems themselves, i.e., any upstream or downstream energy-conversion process chains that might be involved and would have to be taken into account in analyzing the overall systems involved are not included.
