This guideline is valid for new plants as understood under TA Luft 2002 and for major modifications (see TA Luft, no. 3.5) of existing plants for preparation for mixed asphalt (asphalt mixing plants). It encompasses all process steps from the storage of mineral materials of binders and fuels through to loading of the mixed materials.
Subject to the conditions given in Section 3.4.6, it also applies to the reuse of pitch-containing materials recovered from roads (coal tar pitch containing mineral materials).
This guidelines does not deal with:
• mobile mastic asphalt mixing plants (truck)
• mobile "mini-recyclers" (< 22 t/h)
Preparation plants for asphalt mix are subject to the requirements of the Federal Immissions Control Act (BImSchG). Asphalt mixing plants are mentioned in the annex to 4. BImSchV under no. 2.15. These plants need an immision control permission under BImSchG. Other plant parts, which require permission under BImSchG can include crusher plants for preparing reclaimed asphalt (no. 2.2 in the annex to 4. BImSchV) and Diesel power sets (no. 1.4 in the annex to 4. BImSchV) pertaining to asphalt mixing plants. Safety specifications and rules are not affected by this guideline.
All volume indications for gases in this guideline relate to the standard state (273,15 K, 1013 hPa) after removal of the water vapour component. Please refer to the exceptions.
