scope:
This guideline applies to dry-mechanical, physicochemical, thermal and biological soil treatment plants - whether stationary, semi-mobile or mobile - and all the associated ancillary systems.
Taking into account current permitting practice, the term "soil treatment plant" as used in this guideline also covers plants that treat soil-like waste (e.g. road sweepings [1], grit trap residues, contaminated construction and demolition debris or materials of a similar consistency) in addition to soil. Plants treating exclusively such types of waste are excluded from the scope of this guideline.
This guideline does not cover the total emissions to be expected from soil treatment operations but predominantly addresses gaseous, particulate and aerosol emissions.
