scope:
The guideline shall be used for the performance and check of dispersion calculations within the context of an air quality forecast for approval of plants according to TA Luft und GIRL. Moreover, it serves to facilitate the check of expert reports by administrations during approval procedures.
The guideline only serves here as a supporting tool. In any case, the specifications of TA Luft and GIRL apply.
The use of the guideline is to be understood as an important part of the means for quality control which are required for the approval of plants; it does not replace the expert knowledge needed for the performance or check of an air quality forecast. Simply referring to this guideline in an expert report is insufficient to prove that the assumptions and settings laid down in the expert report produce plausible results in the air quality forecast.
TA Luft distinguishes between the additional pollution from the respective plant and the total pollution formed from the sum of the initial pollution and the additional pollution. In this guideline, the additional pollution obtained from a dispersion calculation is discussed. The additional pollution can refer both to existing and planned plants.
