Objective and scope

The present guideline serves regional and urban planners to gain an overview of the extent to which climate and air quality should be taken into account in land-use planning.

It provides to planners descriptions of the methods of investigations and their applications with which they have the means to estimate early on the efforts that may have to be expended. The guideline is organised as follows:

After an introduction (Section 1) and the definition of important terms (Section 2), applications to planning projects are presented (Section 3). Section 4 is the main part of the guideline. Here examples are given how the planner can utilise the gathered and evaluated data material in the planning project. Furthermore, the relevance of investigations of the climatic and air quality conditions to different levels of planning is pointed out.

In order to highlight those parts of the guideline that are pertinent to planners, the detailed descriptions of climatic potentials, functions and phenomena as well as remarks on air quality have been put into the annexes of this guideline (Annex A and Annex B). The same is true for the effects on humans (human biometeorology, Annex C). In Annex D the investigation methods that can be applied to planning as well as processing of gathered data are treated. For the case that measurements are to be conducted advice is offered as to the factors influencing the selection of a measurement site and which parameters are to be collected so that the measurement results are of help to the current planning project.
