Subject of this Guideline are materials whose conservation and utiHsation are of interest, in particular on cultural monuments, with a view to the laws of individual federal counties. According to these laws, cultural monuments worthy of conservation are things, entities of things, parts of things, whose conservation is of public interest for artistical, scientifical, technical or historical reasons, or for reasons of Urban development. This Guideline is directed at people who own such cultural or commercial goods or who are involved with Service, conservation, and restoration of such goods which are, directly or indirectly, exposed to the open air.

For the categorisation of materials within the scope of validity of the Guideline, the first task is to estab- Ush whether objects, object areas, and materials are

- to be classed as an integral component of the total object, 

- belong to the historo-culturally valuable stock in the context of this Guideline.

The authority for decisions on whether the materials exposed to pollution belong to the cultural monu¬ ments in the context of the law rests with the curator of monuments.
