This guideline covers the generation, prevention, control and measurement of hydrogen chloride-containing emissions released from hydrogen chloride and hydrochloric acid production and processing plants. Moreover, it deals with processes generating hydrogen chloride as a reaction by-product.

In view of the huge number of processes involved, an exhaustive description of all the processes producing or processing hydrogen chloride of hydrochloric acid is not possiple within the scope of this guideline. The process selection here presented is to provide a basis for deriving the emission limitations for processes not covered by this guideline
