This guideline describes in detail the process operations of slaughtering facilities for cattle, pigs and poultry including the process-specific upstream and downstream operations1), the resulting emissions to the atmosphere (mainly odours) as well as state-ofthe- art control measures. The meat cutting operations after the actual slaughtering process are not the subject of this guideline.
The statutory requirements for ambient air impact assessments of proposed new facilities, alterations to existing facilities and facility monitoring derive from the German Federal Immission Control Act (BImSchG) and the German Technical Instructions for Air Pollution Control (TA Luft). This guideline complements the requirements laid down in the above legislation with information on the technical implementation and further details. It serves as a reference document for measures to be considered for the control of emissions to air.
The general requirements and facility-specific requirements for slaughtering facilities are laid down in TA Luft, Section 5 and Section 5.4.7.2 respectively, the general requirements for the control of odour emissions are set out in TA Luft, Section 5.2.8.
The requirements of TA Luft for new facilities or major alterations to existing facilities generally apply from the date of commissioning. For existing facilities, the requirements are implemented in accordance with the general principles by way of subsequent orders (§ 17 BImSchG).
For slaughtering facilities not subject to a permit under the German federal air pollution control legislation (see Implementation Ordinance No. 4 of the German Federal Immission Control Act - 4. BImSchV), the information provided in this guideline may be used as a basis for ambient air impact assessments aside from the requirements of BImSchG and TA Luft.
1) This guideline may be used by analogy for slaughtering facilities for small ruminants (e. g. sheep). Slaughtering facilities for horses are not relevant.
