This guideline describes the state-of-the-art technology used in plants for roasting and processing cocoa and manufacturing chocolate masses (for definitions of the aforementioned products refer to the German Ordinance on Cocoa and Chocolate Products (KakaoV) and EU Directive 2000/36/EC).

It describes the individual stages of the process, from receipt of the raw materials to refinement, names the emissions of air-contaminating substances produced and describes the processes used to reduce them.

It states the emission levels attainable in continuous operation in accordance with the state of the art and describes the metrological processes necessary for determining these levels.

Particular emphasis is laid on the diffuse sources, which are to be minimized via the consistent application of structural, technical and organizational measures while taking the environmental conditions for workplaces into account.

The integrated view of the environment gives air, water and soil equal status as commodities to be protected. One of the purposes of this is to avoid a shift of harmful substances to other environmental media during operation of a plant. For this reason, this guideline not only emphasizes the airborne emissions but also includes a brief examination of waste water, solid waste and noise.

The measures taken to avoid, reduce and discharge the emissions should take second place to the integrated protection of air, water and soil as well as humans, animals and plants from harmful emissions and their effects. "Integrated" environmental protection is here understood to mean the consideration of all consequences for the environmental media mentioned, including waste production, the use of raw materials, energy efficiency, noise, accident prevention and risk management (IED Directive).

It will be pointed to acts, ordinances, administrative and other regulations, applying to the construction and operation of the plants, in particular No. 5.4.7.30.1 of the German Technical Instructions on Air Quality Control (TA Luft) (German Federal Immission Protection Act (BImSchG); 4th German Federal Immission Protection Ordinance (BImSchV); TA Luft).

All information provided in this guideline on the volume of gases refers to the standard state (273 K, 1013 hPa) after deduction of the water vapour content. Exceptions are indicated separately.

If not otherwise stated, all percentages refer to the mass percentage of the source materials.
