This guideline applies to cost allocation in heat supply systems. Any pertinent legal provisions shall remain unaffected.

The costs of energy and of operating heat supply systems must be allocated independently of consumption as well as based on actual consumption. This guideline is the first to take into account more complex systems and to describe procedures that allow billing for such systems.

Systems where the energy costs incurred by the individual consumers are settled directly with the supply company on the basis of rates are not included in the scope of this guideline.
