Guideline VDI 6004 Part 1 deals with planning, construction implementation, operation and use of buildings, installation and facilities as well as measures for reducing or preventing possible damage. Particular attention is devoted to dangers posed for the Building Services. In addition, measures are described for the time during and subsequent to a flood. No general rules about restarting operations are provided.

This guideline is directed in particular at contracting authorities, building owners, businessmen in trade and industry, civil engineers, architects, Building Services engineers, developers, utility companies and administrative bodies as well as all persons engaged directly or indirectly in planning, building, maintaining and servicing buildings in areas at threat from flooding.
