This guideline is applicable to combined heat and power generation plants (CHP plants) subject to billing under the Heating Cost Ordinance, where the heat is fully exploited (excluding emergency cooling), and points out methods for billing the allocatable costs of heat generation. This guideline is not applicable to plants subject to billing under the District Heating Ordinance (contracting, commercial heat supply).
