Application and scope

This guideline describes modules of an open system for determining the dispersion of airborne substances.

The users of this guideline are public authorities and organizations concerned with averting a danger.

The guideline can be used for optimizing emergency procedures in response to acute hazardous incidents and transport accidents or similar incidents, e.g.

for determining the route to the location

for selecting suitable measures in accordance with the extent of the danger areas, the degree of hazard potential and the duration of the danger

  • for determining the optimum measurement points

Further possible fields of application:

  • Emergency response planning and the generation of scenarios
  • Training
  • Reconstruction of hazardous incidents and transport accidents

The input data are:

  • Source data
  • Meteorological parameters
  • Substance data
  • Measured values

The change in the spatial structure of the concentration is calculated over time. Heavy gas and free jet dispersion are included in the emissions covered by this guideline.

The area size ranges from a few hundred metres to about 50 km, with a resolution of 5 m to 500 m. The time frame for dispersion can be several hours with a temporal resolution of about 3 min and an averaging time of 10 min.

The computer equipment depends on the planned application. Optimum1) and minimum equipment features of the overall system will be given.

1) "Optimum" is interpreted here as follows: "As good as possible (in the given circumstances/with respect to an envisaged goal)". (See for instance [19].)
