The standard focuses on the performance-areas of the ship's officer who is responsible for operations, course and speed of a vessel in cold weather conditions (below 0°C) and/or in ice infested waters, from the moment the order is received to proceed to such an area, or when the voyage plan is made, until when the vessel leaves this area. The standard focuses on navigational and normal operational issues, with the crew remaining on board the vessel. Emergency evacuation and personal survival techniques in cold weather are not part of the scope.

The standard comprises a set of competence requirements for navigating different ice infested areas and ice-conditions throughout the world.
