Purpose. This instruction establishes procedures to determine and communicate the U.S. Joint Staff position on military matters being considered by NATO's Military Committee.

Applicability. This instruction applies to the Chairman of the Joint Chiefs of Staff, the Joint Staff, the U.S. Representative to the Military Committee (USMILREP), and the U.S. National Military Representative (USNMR) to Supreme Headquarters Allied Powers Europe (SHAPE), U.S. National Liaison Representative (USNLR) to Allied Command Transformation (ACT), and the U.S. Delegation to the Military Committee (USDELMC).
