scope:
Purpose. In accordance with reference a, this instruction implements the JROC as a statutory council to the Chairman of the Joint Chiefs of Staff (CJCS). This instruction further delineates the roles and responsibilities of the JROC, its subordinate boards, and other organizations with equity in the Joint Capabilities Integration and Development System (JCIDS) and the other departmental processes outlined in references b and c.
