Specifically applies to those DoD Field Activities involved in munitions requirements development, subsequent procurement, and inventory management.
REISSUANCE AND PURPOSE
This Instruction:
Reissues reference (a) to implement policy, assign responsibilities, and prescribe procedures for the CBMR process under reference (b).
Guides the Defense Intelligence Agency (DIA) to develop the Treat Report (TR) for the scenarios specified in reference (b).
Guides each warfighting Commander in Chief (CINC), as determined by reference (b), to generate a near-year Phased Threat Distribution (PTD) that allocates targets to each Service and allied forces (where political committments exist). The near-year PTD focuses on CINC-selected Operational Plan (OPLAN)/Contingency Plan (CONPLAN). The development of near-year PTDs is based on theater specific assumptions, which allow each warfighting CINC to assess Service target allocations, target overlap, and risk. Also, the CINCs can use the near-year PTDs to generate their OPLAN munitions requirements. The Chairman of the Joint Chiefs of Staff collaborates with the CINCs and the Services, using the near-year PTD, to develop the associated out-year PTDs, which are used by the Services to generate the CMBR munitions requirements, to support the National Military Strategy defined in reference (b). Each near-year and out-year PTD consist of a strike-favorable case and a strike-unfavorable case.
APPLICABILITY AND SCOPE
This Instruction:
Applies to the Office of the Secretary of Defense (OSD), the Military Departments, the Chairman of the Joint Chiefs od Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the Department of Defense (hereafter referred to collectively as "the DoD Components").
