scope:
The scope of this standard covers the fields of regional and urban development and therefore deals with regional land-use planning and urban land-use and development planning. The standard assists the user in assessing the thermal and air-quality situation as well as the impact of planning and building measures.
Beside the regional planning legislation, especially the German Building Code (Baugesetzbuch - BauGB) forms the legal basis for the necessity of urban climate investigations in the planning process, also against the background of the projected global climate change. According to Section 1(5)(2) of the BauGB, urban land-use plans are supposed, inter alia, to contribute to an environment fit for human beings and to climate protection and climate adaptation, particularly in terms of urban development.
According to Section 1(6)(7) of the BauGB, especially the protected natural resources "air" and "climate" are to be taken into account when establishing urban land-use plans.
In Section 136, the BauGB lists urban redevelopment measures which can significantly improve or redevelop an area with deficits in urban planning. Section 171a of the BauGB specifies the requirements of urban restructuring measures. These are adaptation measures which are adopted by areas severely affected by the loss of urban functions in order to establish there sustainable urban planning structures. Urban restructuring measures are thus in the interest of the public and their special purpose is to align settlement structures with the general requirements for climate protection (mitigation) and climate adaptation (adaptation).
