PURPOSE AND SCOPE This procedure defines the National Grid
procedural requirements for personnel working on National Grid's
Electricity Transmission Assets, whilst delivering the Capital Plan
on behalf of Capital Delivery. Roles requiring assessment are
Capital Delivery Project Engineer, National Grid Development
Engineer, Construction Interface Engineer, CDM Co-ordinator, TP153
Project Co-ordinator Chairman, Principal Contractors Site Manager
and Contractor Site Manager. Temporary Works Coordinator is also
referred to within this procedure, but it is not a National Grid
assessed role. It must be noted by Employing organisation (National
Grid Delivery Unit, Consultants/Framewor
This is to ensure that the individual has sufficient knowledge and understanding to enable compliance with National Grid procedural and SHE requirements.
It is the Employing organisations responsibility to define the level of competency required to discharge their duties & nominate competent individuals with appropriate knowledge and experience for assessment in the discipline they are to enact on the project.
Personnel shall be assessed in these key roles as a demonstration of compliance with CDM Regulations and to demonstrate the control of activities to OFGEM and DECC.
It is recognised that for investments of medium and low complexity the full application of this Transmission Procedure (TP) may not provide the most cost efficient means of delivering that investment and hence
TP governance options as per UKBP/TP500 Appendix A can be applied to this procedure. TP governance options defined in UKBP/TP500 Appendix A include those that are already detailed in this Transmission Procedure and those that are additional and not detailed in this Transmission Procedure.
Amendments to this procedure shall be reflected in UKBP/TP500 Appendix A (if required) and may result in re-issue of UKBP/TP500 within the same period
