scope:

PURPOSE. This instruction: a. Establishes policy, assigns responsibilities, and prescribes procedures for the implementation, management, and oversight of the D-SAACP in accordance with the certification requirements in section 584 of Public Law 112-81 (Reference (a)), DoD Directive (DoDD) 6495.01(Reference (b)), DoD Instruction (DoDI) 6495.02 (Reference (c)), and in accordance with the authority in DoDD 5124.02 (Reference (d)). b. Incorporates and cancels Directive-type Memorandum 14-001 (Reference (e)). 

APPLICABILITY. This instruction applies to OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the Department of Defense.
