Purpose.

This circular provides guidance for the acquisition and operation of Unmanned Aircraft Systems (UAS) within the National Airspace System (NAS) within the current regulatory framework. UAS are to be used to support USACE authorized missions. Under no circumstances shall they be used to conduct surveillance on U.S. persons.

Applicability.

This circular applies to all USA CE elements planning to assign, bail, boffow, loan, lease, own, or otherwise authorize Unmanned Aircraft System (UAS) for operation. It applies to all contract activities related to UAS service acquisition.
