Purpose. The purpose of this volume of the Aids to Navigation Manual is to provide the technical information needed to establish and maintain the Short Range Aids to Navigation System of the United States. This information establishes, in measureable terms, those technical objectives and standards necessary for Aids to Navigation equipment to function to its design capabililtiy and reliability. this manual is intended only for the internal guidance of Coast Guard personnel. The high expectations of performance contained in this Manual are intended to encourage public service above and beyond the minimum threshold of due care that might apply in a non-governmental context. Any requirements or obligations created by this Manual flow only from Coast Guard personnel involved in the selection, installation, and maintenance of equipment to the Coast Guard, and the Coast Guard retains the discretion to deviate or authorize deviation from these requirements. This Manual creates no duties or obligations to the public to comply with the procedures described herein, and no member of the public should rely upon these procedures as a representation by the Coast Guard as
