This Guidance Note applies to all personnel requiring access to lighting or other assets above escalator assets owned by London Underground. It indicates acceptable interfaces with escalators. It does not cover the safe design of the scaffolding, which is the responsibility of the proposer of the works.
It supports existing rules and work instructions concerning working on or around LU escalators, including the requirement to make application to APD for the movement of materials and static loading on escalators, including the need for the proposer to submit a comprehensive method statement for any works proposed.
This Guidance Note does not include the following:-
a) arrangements for station access
b) the process of application for a movement of materials licence;
c) the process of controlling escalator operation, including movement, stopping and isolation;
d) anchoring escalators to prevent unintended movement;
e) the design procedure for a safe scaffold structure;
f) returning the escalator to service.
Purpose
The purpose of this Guidance Note is to prescribe a safe procedure for the static loading of LU escalators with scaffolding for the maintenance of station assets (including) lighting.
Wherever practicable, assets around escalators shall be designed for installation and maintenance avoiding the need to construct working platforms on the escalator steps.
