This work instruction applies to all Network Rail staff and applicable support services contractors that plan work engineering access and deliver requirements associated with taking a possession of the line for engineering work upon Network Rail's managed infrastructure.
The scope of this work Instruction covers the management of any engineering train(s), On-Track Machines (OTM) and On-Track Plant (OTP) for:
a) maintenance;
b) renewals; and
c) major project activity associated with taking a possession of the line for engineering work.
The management of possession overrun risk is detailed in NR/L3/INI/CP0064 and NR/L3/MTC/MG0210.
Purpose
The purpose of this work instruction is (in conjunction with GE/RT8000/T3 Possession of the line for engineering work and associated Handbooks), to inform Network Rail staff and applicable support services contractors the responsibilities and delivery requirements associated with taking a possession of the line for engineering work. The work instruction reduces the potential for conflict between possessions and the operational railway during engineering work.
This work instruction will also standardise the methodology associated with generating a Pre-Possession (PICOP) Briefing Pack and provide the minimum content that the briefing pack should contain. The production of the briefing packs is mandatory for the setting up and delivery of possessions of the line for engineering work booked within the Weekly Operating Notice (WON).
