scope:
This business process details the arrangements to be applied for:
a) the management of Rule Book change; and
b) the production of briefing materials to support the implementation of Rule Book Briefings to Network Rail staff (including Periodic Operating Notice (PON) Rules changes).
It applies to all:
a) Network Rail sponsored Rules change proposals;
b) briefings of Rule Book updates (including those published in the PON) to Network Rail staff.
Purpose
This business process provides a framework for Network Rail to review proposed changes and additions to the GE/RT8000 Rule Book prior to validation at the RSSB Traffic Operations Management Standards Committee.
This process measures:
a) the effectiveness and impact of the proposed change on Network Rail as a business (e.g. Engineering, Operations and Finance etc.);
b) the likely impact on Network Rail standards and processes and the possible requirement to create new or update existing standards or processes to support the proposed primary change;
c) the likely degree and structure of the required briefing for Network Rail staff to deliver effective compliance against the new requirements; and
d) the likely impact on competency management and training requirements for Network Rail as a business.
The outputs from these measures create an agreed cross business recommendation as to the effect of the proposal from a functional, business and financial perspective.
