This document applies to all Network Rail managed lever frame signalling locations, ground frames and shunter releases (see GK/RT0077) and includes when testing manual signal lever weights and following reports of heavy lever pulls.

PURPOSE

This document provides Network Rail with a consistent and risk-based approach for minimising the risk of injury to operational staff when operating manual levers. This assessment is carried out as part of a location planned general inspection by the appropriate manager and the local health and safety representatives and / or when a heavy pull has been reported by the user. This document mitigates the risk of accidents and health issues for staff employed at sites that have heavy pull levers.
