PURPOSE
This Instruction:
Implements policy, assigns responsibilities, and prescribes procedures under refert1nce (a) for implementation ofT2 programs.
Authorizes issuance ofDoD 5535.8-H, in accordance with reference (b).
APPLICABILITY
This instruction applies to the Office of the Secretary of Defense (OSD), the Military Departtnents, the Defense Agencies, and the DoD Field Activities (hereafter referred to collettively as "the DoD Components").
