This document applies to all work carried out by Route Businesses' non-operational staff (Maintenance and/or Works Delivery). It also applies to outside party contractors' work which is being undertaken in a Route Business's Maintenance or Works Delivery possession or protection on behalf of Network Rail (NR) Asset Protection.
This document does not apply to:
a) Route Businesses' non-operational staff (Maintenance and/or Works Delivery) works within a multiple worksite possession that includes one or more Infrastructure Projects / Renewal worksites; and
NOTE: In this case, Route Businesses' non-operational staff (Maintenance and/or Works Delivery) follow the processes mandated in NR/L3/INI/CP0064 for planning and delivering work within the possession.
b) emergency works.
Purpose
This document describes the management procedure for determining the likelihood of a possession overrun risk and for the planning of any contingency plans for Route Businesses' Maintenance and/or Works Delivery activity.
The processes and controls detailed within this document are key to achieving:
a) the provision of effective, timely and coherent communication with stakeholders before, during and after maintenance engineering works; and
b) the reporting of root cause analysis of possession overruns, and the subsequent promoting and sharing of lessons learnt.
