Applicability

This document applies to all activities associated with the entry into operational service and engineering completion of OCS.

The requirements defined in the document apply to OCS infrastructure only.

The requirements of this document should be applied appropriately to the scale of the works that have taken place on the OCS so that the risks are managed effectively.

Exclusions

Multi-disciplinary entry into service requirements to demonstrate whole system compliance are excluded from this document and should be developed separately as

part of the controls necessary to demonstrate whole system compliance. This document does not apply to OCS routine maintenance or related activities, work carried out under emergency conditions, or project works that can be carried out

solely within the parameters of the maintenance risk manual.

NOTE: Recovery from incidents involving damage to the OCS is covered in NR/L2/ELP/27032.

The creation of the Health and Safety File to meet the requirements of the Construction (Design and Management) Regulations is not included in this module.

The requirements to enable operational readiness are not included in this document as these requirements are detailed in NR/L2/EBM/088 and NR/L3/EBM/089.

 

Purpose

This module is the final module of the four modules that make up the end-to-end process for the Construction Assurance of the Overhead Contact System (OCS).

This document sets out the post commissioning mandatory procedures and process controls necessary to confirm that new OCS and alterations to existing installations, can be entered into operational service and the assets can be accepted by the asset owner.

This module provides clear requirements for organisations and individuals who are required to provide evidence to demonstrate:

• Compliance with the Common Safety Method for Risk Evaluation and Assessment to the satisfaction of an independent Assessment Body.

• Compliance with the Railway (Interoperability) Regulations to the satisfaction of a Notified Body for compliance with the Technical Specifications for Interoperability and Designated Body for compliance Notified National Technical Rules.

• The relevant sections of NR/L2/ELP/27311 have been achieved for Entry into Service and Engineering Completion.
