This module applies to all events that might be the subject of a Network Rail led investigation and external agency investigations of accidents and incidents involving:

a) Network Rail managed infrastructure (NRMI);

b) Network Rail managed stations;

c) Network Rail owned, hired or leased equipment or vehicles;

d) employees of Network Rail.

This module applies to:

a) all safety and environmental investigations that are led by Network Rail;

b) all investigations undertaken using the process set out in RIS-3119-TOM where the lead organisation is other than Network Rail but where Network Rail should be invited to participate in the investigation or is requested to provide information or witnesses.

This module only applies to events occurring on or affecting NRMI.

NOTE: This includes Network Rail RIDC Infrastructure.

This module does not apply to:

a) events occurring on infrastructure wholly managed by organisations other than Network Rail that did not affect or have the potential to affect NRMI;

b) the arrangements to be on site for external agency investigations.

Clause 6 does not apply to investigations led by Principal Contractors.

Purpose

This module provides a structured, comprehensive and consistent process for:

a) deciding the level of investigation for all Network Rail led investigations;

b) Network Rail's response to inquiries and investigations led by external agencies e.g. the Rail Accident Investigation Branch (RAIB), the Office of Rail and Road (ORR), Coroners and the British Transport Police (BTP).
