This business process evaluates the complexity of construction works and the subsequent potential for track movement. It stipulates minimum monitoring requirements deemed necessary to foresee issues and confirm timely intervention can be actioned.

This business process applies to any Construction Works which either:

a) are on, beneath or adjacent to Track infrastructure;

b) interact with the Track Support Zone (TSZ); or

c) interact with any part of the earthworks or structure, which support the Track infrastructure.

This business process applies to Construction Works carried out by Network Rail and by Outside Parties or Third Parties, in accordance with NR/L1/CIV/094.

This business process can also be applied to slab track unless appropriate monitoring has been agreed between Contractor's Responsible Engineer (CRE), Designated Project Engineer (DPE) and Track Maintenance Engineer (TME) to adequately manage the risks. See section 11.5 for more information.

This business process does not apply to non-operational lines.

This business process does not apply to Track Renewals.

This business process does not apply to the monitoring of other infrastructure which might be required to facilitate construction of the proposed works.

Purpose

This business process controls the hazard of non-compliant track geometry being caused through Construction Works which could affect train operations.

It defines the requirements for monitoring of the Track over or adjacent to Construction Works to maintain:

a) safe operation of trains; and/ or

b) the safe movement and control of people to and from the trains.
