Purpose.
Per the statutory provisions in reference (a) and policy in references (b), (c) and (d), this instruction assigns roles and responsibilities for requirements management certification training (RMCT) and implements the requirements management (RM) continuing training program to properly pace education with the Planning, Programming, Budget and Execution (PPBE) process and to ensure consistent, efficient response to fleet warfighting inputs.
