This module sets out the minimum requirements for the recording of the IRSE licences held by individuals in order to undertake signal engineering activities on Network Rail managed infrastructure.

It applies to all individuals who are required to hold an IRSE licence as defined in NR/L2/SIG/10160 to work on Network Rail managed infrastructure, unless the employer can demonstrate fundamental equivalence in the assurance of employee competence by using an alternative system.

The competencies in scope for this Competence Standard Module are set out in Table 1.

NOTE: The telecoms IRSE licences that form part of the Network Rail IRSE Licence Competence Framework on Oracle are out of scope of this competence standard module. It might be appropriate for some individuals to hold IRSE licences in both the telecoms and signalling areas. 

* The IRSE Licence category has been withdrawn but the licence can still be held and valid until the transition to the new licence or the withdrawn licence lapses and is not renewed.

Purpose

This module confirms that individuals who undertake signal engineering work hold the appropriate IRSE Licences to perform the work safely and correctly.

This document should be read in conjunction with NR/L2/SIG/50035 and provides the detailed requirements for the award and maintenance of the competencies within the CCS Signal IRSE Licence Competence Framework.
