scope:
A. The provisions of this Directive apply to the Office of the Secretary of Defense, the Military Departments, and the Defense Agencies (hereinafter referred to collectively as "DoD Components").
B. The processing and selling of scrap and similar material, except high grade paper, as defined in DoD Manual 4160.21-M (reference (i)) and generated from military and industrial-type activities, are excluded from the provisions of this Directive.
