Purpose. To establish policy for the selection, assignment, responsibility, tasking and appraisal of engineering agents that supports technical and programmatic authorities in providing best value engineering and technical products to the Fleet. This instruction is a major revision and should be read in its entirety.
Scope and Applicability. This instruction applies to engineering, technical work and responsibilities performed by engineering agents within the scope and applicability of reference (a), and to the NAVSEA organizational elements that assign those functions.
