This regulation applies to peacetime conditions for Active Army and United States Army Reserve Command (USARC) installations and to Army National Guard installations, activities, and properties. This regulation applies to designated Army tenant activities located on non-Army properties, base realignment and closure (BRAC) installations that are not "mission complete," and Government-owned, contractor-operated (GOCO) installations that are not in "lay-away or excess status." During mobilization, policies contained in this regulation may be modified by the proponent.

This regulation establishes the Installation Status Report (ISR) Program within the United States and overseas commands of the Department of the Army (DA). This regulation prescribes responsibilities, policies, and guidance for implementing the annual ISR Program (RCS report number ACSIM-0004).
