This instruction applies to MIPRs and other interagency agreements issued under the Economy Act by NAVSUP Headquarters or activities receiving contracting support from the Navy Field Contracting System (NFCS). Within Department of Defense (DOD), Economy Act orders are generally executed by issuance of a DD Form 448, MIPR. For orders placed outside DOD, most activities typically accept the DD Form 448. However, you should confirm this prior to issuing the DD Form 448. Excluded from this instruction are acquisitions from required sources of supplies or services as prescribed by FAR Part 8 and as further explained in paragraph 5b.

Purpose. To revise procedures and responsibilities for issuing Military Interdepartmental Purchase Requests (MIPR) and other agreements pursuant to the Economy Act. This instruction assigns responsibility to requiring activities, contracting officers and comptrollers and should be given wide dissemination.
