This Marshall Procedural Requirements (MPR) document formulates a Centerwide process that enables the Marshall Space Flight Center (MSFC) to prepare proposals and win new work in a competitive environment. This process helps to ensure that MSFC proposals address customer requirements with the aim of enhancing customer satisfaction.
APPLICABILITY. a. This MPR defines the process to be used for all new work opportunities that relate to a program, project or activity as defined by MPR 7120.1, that provide aerospace products and capabilities (PAPAC), when preparation of a proposal is required. PAPAC is defined by NPR 7120.5. This procedure is applicable to all MSFC organizational elements. Any deviations to the Marshall Management System (MMS) shall be processed in accordance with MPR 1410.2
