APPLICABILITY AND SCOPE

This Instruction applies to the Office of the Secretary of Defense, the Military Departments, the Chairman of the Joint Chiefs of Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the Department of Defense (hereafter referred to collectively as the "DoD Components").

The scope of this Instruction includes DoD-conducted, -sponsored, -contracted, or -funded programs, courses of instruction, and institutions concerned with education or professional development of DoD civilian employees (hereafter referred to collectively as the "DoD civilian education and professional development activities").

The scope of this Instruction excludes DoD-conducted, -sponsored, -contracted, or - funded programs, courses of instruction, and institutions the primary mission of which is education or professional development of DoD military personnel.

REISSUANCE AND PURPOSE

This Instruction:

Replaces Reference (a) according to the guidance in Reference (b) and under the authority of Reference (c).

Establishes policies and assigns responsibilities for academic quality and cost-effectiveness of civilian education and professional development in the Department of Defense.
