Applicability. This regulation applies to the Active Army, the Army National Guard/Army National Guard of the United States, and the U.S. Army Reserve, unless otherwise stated. It supports Department of Defense Joint Service operational environment and opposing force programs for leader development, training, and education. This regulation will not be modified during mobilization.
Purpose This regulation sets responsibilities, concepts, policies, and procedures for the Department of the Army (DA) Operational Environment (OE) and Opposing Force (OPFOR) Program. It covers all Army OE and OPFOR activities in live, virtual, constructive, and gaming environments across the operational and institutional domains in support of leader development, training, education, and other developmental functions. This regulation clarifies responsibilities based upon current intelligence and training policies and procedures
