The guidelines presented in this document for the evaluation and strengthening or upgrading apply to existing structural and nonstructural components and systems that were found to be deficient with respect to their performance objectives. The guidelines are generally in accordance with Federal Emergency Management Agency (FEMA) 310 for evaluation: FEMA 273 and TI 809-04 for analysis and acceptance criteria; and FEMA 302 for design and detailing requirements for the addition of new structural components or systems.
Purpose. This document provides criteria and furnishes guidelines for the seismic evaluation and upgrading or strengthening of structural and nonstructural system and components in existing buildings. The rehabilitation provisions of this document presuppose that structural rehabilitation has been selected as the most appropriate and cost-effective mitigation option after consideration and evaluation of other available options for mitigation of the seismic hazard. These guidelines are not specifically intended for the repair of seismically damaged building components or systems.
Applicability. General. The criteria in this document are applicable to all entities responsible for the design of military construction in the United Stated and its territories and possessions. The procedures in this document may be used to verify the performance objectives of any existing construction.
