scope:

Purpose: This issuance, in accordance with the authority in DoD Directives (DoDD) 5144.02 and 4650.05:

• Implements policy, assigns responsibilities, and prescribes procedures for PNT, precise time and time interval (PTTI), and celestial reference frame (CRF) management, in accordance with the guidance in the National Security Presidential Directive 39 (NSPD-39) and Section 2281 of Title 10, United States Code.

• Establishes policy and assigns responsibilities of DoD participants in domestic civil forums, international government, and civil PNT forums.

• Establishes the DoD PNT Executive Management Board (EMB) to oversee the governance process in support of the Council for the Oversight of the DoD PNT Enterprise (referred to in this issuance as the "PNT Oversight Council").

• Assigns responsibilities and prescribes procedures for the EMB, DoD PNT Working Group (WG), and DoD Navigation Warfare (Navwar), DoD PTTI, and DoD CRF WGs.

APPLICABILITY. This issuance applies to OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff (CJCS) and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within DoD (referred to collectively in this issuance as the "DoD Components")
